Luis Valero has a degree in Law and Economics from the Complutense University of Madrid and joined the Corps of Commercial Technicians and Economists of the State in 1973.

After his first years in the General Export Directorate, he was appointed Commercial Counselor in the Republic of South Africa in 1976. This assignment included the rest of the countries of Southern Africa.

In 1979 he was assigned to the Directorate General of Foreign Transactions, the body responsible for Exchange Control, where he was Head of the Spanish Foreign Investment Service and Deputy Director General of Commercial Transactions. Banks, internationally active companies and law firms were the main interlocutors of that Management Center.
