After having successfully performed the public functions associated with various relevant positions in the Ministry of Economy and Finance, he was appointed Secretary of State for Budget and Expenditure at the beginning of 2003. He has also been Spain&#8217;s representative on the European Budget Council and the European Regional Policy Council.
