Secretary of State for Energy, Ministry for the Ecological Transition and the Demographic Challenge<\/strong><\/h3>

Joan Groizard Payeras holds a degree in Energy and Environmental Engineering from the University of Cambridge (United Kingdom) and a Master’s degree in Corporate Social Responsibility Management from the Open University of Catalonia. His professional career has focused on promoting the energy transition, the deployment of renewable energies and the response to the climate emergency.<\/p>

Since November 2024, he has been Spain’s Secretary of State for Energy, where he coordinates the planning and implementation of the country’s energy policies with a focus on sustainability and decarbonisation. He previously held the position of Director General of the Institute for Energy Diversification and Saving (IDAE), a key body within the Ministry for Ecological Transition, leading the management of strategic programmes such as the PERTE for Renewable Energy, Renewable Hydrogen and Storage, which has mobilised billions of euros in aid to accelerate the deployment of clean energy technologies.<\/p>


Prior to his career at IDAE, Groizard was Director General of Energy and Climate Change for the Government of the Balearic Islands, where he coordinated the design and drafting of the regional Climate Change and Energy Transition Law \u2014 one of the first Spanish regulations with a commitment to full decarbonisation by 2050 \u2014 and promoted the planning of renewable energy and sustainable mobility on the islands.<\/p>


His experience includes working as an engineer and consultant in the renewable energy sector in the United Kingdom, as well as participating in the development of national energy and climate strategic frameworks, including the 2021-2030 Integrated National Energy and Climate Plan.<\/p>
