Jeff Bullwinkel is an expert in corporate law, external affairs and public policy in the technology field, with extensive international experience in the legal and technology sectors. He is currently Vice President & Deputy General Counsel of Corporate External & Legal Affairs at Microsoft for Europe, the Middle East and Africa (EMEA), where he leads legal and corporate affairs teams that support commercial transactions, regulatory compliance and relations with regulators in more than 50 countries.

Bullwinkel joined Microsoft in 2000 and has spent much of his professional career within the company, assuming various roles of responsibility in different regions. Prior to his current position, he led Microsoft’s legal and corporate affairs operations in Asia Pacific and Japan, managing multidisciplinary teams and supporting the company’s growth and expansion in dynamic markets.

Prior to his career at Microsoft, he worked as an attorney at the international law firm Simpson Thacher & Bartlett in New York and served as a federal prosecutor in the U.S. Department of Justice, where he was involved in international law matters.

Bullwinkel holds a Bachelor of Arts degree from Duke University and earned his law degree (J.D.) from New York University School of Law. He is a member of the New York State Bar.

His expertise spans corporate law, intellectual property, technology-related public policy, cybersecurity, competition and international trade, providing strategic insight into legal and regulatory challenges in the global technology sector.
