Deputy Secretary of Economy for the Partido Popular

Economist and senior civil servant. He holds degrees in Law and Economics and Business Studies from the Universidad Pontificia Comillas (ICADE). Since 1994, he has been a member of the Senior Corps of Commercial Technicians and State Economists.  

Throughout his career, he has held numerous important positions: he was Director General of the Instituto de Crédito Oficial (ICO), Secretary General for Foreign Trade, Economic Advisor to the Spanish Embassy in Washington D.C., and Deputy Secretary General for Economic Affairs of the Spanish Confederation of Business Organisations (CEOE).  

In the government sphere, he held the positions of Secretary of State for Energy (2012–2016) and Secretary of State for Budgets and Expenditure (2016–2018).  

After his time in government, he collaborated with international financial organisations, including a management position at the Inter-American Development Bank (IDB).  

In July 2025, he joined the Partido Popular’s Management Committee as the new Deputy Secretary for Economy and Sustainable Development, a position from which he leads the party’s economic area, defining the economic, fiscal and energy strategy for future government projects.  

His areas of expertise include public economics, energy policy, budgets and structural reforms, foreign trade, and public finance. His profile combines technical training, experience in administration and international institutions, and a deep understanding of the economic functioning of the state.
